Transfer licenses macbook air to macbook pro

I tried to move my license Parallels 11 Pro, but I keep getting the message that the license reached the maximum number of allowed activations.
Generate a ticket to finding a solution and not yet received a reply.

I followed an article in the KB which indicates how to migrate the licenses, but I keep getting the same error.

Hi, we have reset your license key, please activate it again and let us know the results.
