Transporter Won't Run under XP Pro SP3

I did a fresh download of ParallelsTransporterForAppStore-parallels-en_US-12082.652734 from the Parallels site and installed it in Windows XP Pro SP3. When I launch it, it pops up an alert box saying that the computer must be restarted. This happens after the computer has been restarted.

Thanks for any advice.
