trouble in transferring license from mac to mac

I would like to transfer my parallels 12 license from iMac 2011 to Mac mini 2011, but when I insert my activation key, I receive a message that says "this license has reached its activation limit and can no longer be used to activate new product copies". How can I do to use my license on Mac mini?

We have reset the activation limit and deactivated the license from your old Mac.
Please try activating the license on your new machine.

I did migration option from 16" m1 macbook to 14" m1 macbook, but can not activate my license. It says
"This license has reached its activation limit and can no longer be used to activate new product copies"
Can you please help?
