Unable to activate Parallels 15 on new Mac

I migrated to a new Mac using the migration assistent. When i try to activate parallels on my new mac i get the error "the license has reached its activation limit". It is not possible to logout on the old mac because it was already reset to factory settings.
 
I've hit the same error today after buying a new Mac, I did the sign out on the other one, but still couldn't activate with same error message.

Hi, changed some settings of your key, please check the issue.
 
It still doesn't work. Error message: This license has reached its activation limit and can no longer be used to activate new product copies.
