Unable to move license Parallels Desktop 11

I just got a new MacBook - uninstalled from my older Mac Parallels 11 but when activating on This Mac - it comes back with error - Unable to confirm the product license - You have reached the maximum number of activations available for your activation key - it asks me to buy a new product license? I should be able to move license according to kb article - Does anyone know what the problem might be?

Hi, I restored my timemachine backup from my old Mac Mini to my new iMac27. Now I get the "max number of activations" message. Could you help?
