Unable to move PMac19 from MacBook to new MBAir

I followed KB guidelines for moving a license on an Apple Mac silicone. (Old and new Macs are both silicone M chips) But keep getting message "Unable to Perform the Operation": This license key is associated with another parallels account. This is not the case. I have the original invoice that links to my icloud.com account. When I type in the activation key on the activation screen I get the green checkmark but when I hit activate I get this message. I went back to an older Parallels account to see if the current license is under there for some reason but it is not. I have a copy of my original invoice from Sept 2023.
