Unable to re-activate license key after migrated to new MacBook

i cannot move Paralles desktop to a new Macbook，already follow the guide： https://kb.parallels.com/123461
Paralles desktop vision：12.2.1（41615）
old mac： macOS 10.13.6 High Sierra
new mac：macOS 10.14.6 Mojave

Please reset my license key

Hi, what is the error message you are getting while trying to activate your license on your new Mac?

the screen shot I've upload ，Error message Chinese version "这张许可证已经达到激活上限而且无法再用来激活新产品的复印"，translate into English ：
Error message: "This license has reached its activation limit and can no longer be used to activate new product copies."
