Upgrade permanent license from 17 to 19

Hey, i've done some research and have seen that it is possible to upgrade the license and upgrade is free of charge but, I don't understand how I upgrade it without having to pay. Every link i've clicked has taken me somewhere I need to pay and I don't understand

Let us inform you that there is no free upgrade, however there is a discounted upgrade key which you can use to upgrade to the latest version.
Could you please let us know where you got the information that the upgrade is free of charge ?
