Upgrading from PD15 to PD17 with PD18 License

I have an iMac 27" (Late 2009) which cannot upgrade past macOS High Sierra (10.13.6). The latest PD version supported for this OS is PD17.
If I purchase an upgrade to PD18, am I also able to install PD17 on my machine. Are older versions included with the new license, or am I stuck with PD15 going forward?

Please note, if you purchase a Parallels Desktop Pro Upgrade Subscription key, you will be able to activate previous versions of Parallels Desktop key.
If you wish to purchase a one-time Parallels Desktop 18 upgrade key, in order to activate Parallels Desktop 17 with a permanent key from Parallels Desktop 18 and newer versions, you must have Parallels Desktop 17.1.5 or newer Parallels Desktop 17 build installed on your Mac.

I'm interested on a permanent upgrade to PD17 since I won't be able to upgrade past that version. Where can I find I the installer for Parallels Desktop 17? I can't seem to find it on the website.
