Should you purchase a new full Parallels Desktop 20 license, yes, you will be able to make use of the version 17 license on a different Mac.

If however, you are purchasing an upgrade license, you will not be able to use the version 17 license as the version 17 license is linked to the version 20 upgrade license ( as a confirmation key) during the upgrade process.
