Using PD to connect a really old Mac OS to current Mac OSs

    For years we've been using PD15 on OSX 10.15 Catalina to run OSX 10.12 Sierra virtual machines to enable us to connect to a remote server running bespoke software on OSX 10.9 Mavericks.
    We cannot update the bespoke software on Mavericks which, in turn, prevents us from updating the Sierra virtual machine.
    The next version of PD, 16, doesn't support Sierra, but the next OSX version we really need to upgrade to doesn't support PD15, so we've reached the limit of how far back our softwares/OSs will talk to each other.
    I realise that the bespoke software is hobbling our forward movement, so before I dump it and investigate expensive replacements, it seems wise to ask a couple of simple questions:
    Is there any way to run a Sierra virtual machine on anything more up to date than Catalina? (preferably as up to date as possible)
    Is it possible to run a virtual machine in a virtual machine for example?

    It is also possible to use nested virtualization, provided you have an Intel Mac. Parallels Desktop provides nested virtualization support that allows you to run virtual machines inside virtual machines.     We already have a Sierra virtual machine running on Catalina. What I need to know is can we have a Sierra virtual machine running on anything more up to date than Catalina? Ideally, we need to be running the most up-to-date Mac OS but PD doesn't appear to support Sierra after PD15.
    I have no idea what nested virtualisation is, would this be able to solve the problem above? (Yes, we have intel Macs)
