The shortcut is created but Parallels crashes and a support file is created and sent to Parallels on restart. (Happened twice)

In order to stop windows from crashing when creating a shortcut you need to stop sharing macos files with windows. The crash happens with you have common desktop between macos and windows. You need to separate those.
I have the same problem is there a real solution to this "create new shortcut causes Parallels to crash. " Is StepanP1 for real or just a windows hater
