Vista cannot connect to app server via WAN IP, but can via an internal IP over a VPN.
App server is Server 2003 version 6. Most clients are XP and have no issues. Vista connections time out to the public IP, but if a VPN is established, then the internal IP works.
UAC is disabled and vista firewall is disabled.
No 3rd party security software is installed.
