VPN: Anyone able to ping the VPN network from Windows?

Using a VPN connection, has anyone found a way to ping an IP address on the VPN network from the Windows side of parallels?

Example:
Local LAN - Connected Wifi at 192.168.1.101
VPN'd into another network (192.168.23.XXX)
- VPN IP 192.168.23.211
Parallels Set to Bridged: Wifi
Static IP on Windows set to 192.168.23.212

Windows shows the IPv4 address is 192.168.23.212, subnet 255.255.255.0, gateway 192.168.23.1
However, I cannot ping any addresses on the 192.168.23.XXX network nor do I have Internet. The Mac side can successfully ping all 192.168.23.XXX addresses.

If I am not using a VPN, the above config works fine (of course, minus the VPN part). But when I want to VPN into a network, then I cannot ping anything from Windows on that external VPN'd network.

Has anyone ever had success with this? The main reason for some Windows-based programs like Lutron, to do remote uploads using an existing, working VPN (working, meaning from the Mac side all external IPs on the VPN can be pinged)?

I'll try it with a 2nd Mac running parallels to see if it is just wifi on my Mac.
Because another issue I've had with my wifi, is that if parallels is running and I close the lid, most times, when the system comes back from sleep/hibernation, my wifi is still connected, but instead of getting 92Mbps, I'm getting 4Mbps. I've been able to duplicate this example. So now I close all parallel before close Mac lid.
I've been meaning to look into this issue as well - but maybe they are related.

Testing the above setting with another Mac and my mac side-by-side will be my next step.
