Which Product to choose?

Hi,
I would like to know which product to buy for my Macbook-Air (M1-Chip) Maybe somebody could help me choose? That would be great.
I want to achieve two things:
1) I want to run an older OS on my mac, maybe High-Sierra (or even older), due to compatibility problems with older software.
2) Additionally I would like to know if there is a solution to simulate smartphones on the desktop. Either iOS or Android, if possible even both, but one would be enough.

Update: OK, being able to run Windows 11 might be useful too. I forgot to mention that, anyway the older macOS is more important for me.
