Windows 7 loads but then reverts to sign-on screen with error message

I upgraded to El Capitan and then to Parallels 11 from Parallels 8. After the upgrade my Windows 7 boots, shows the desktop briefly and then reverts back to the sign-on screen. An error message from Parallels flashes up saying to send the report to them. This happens repeatedly even after reinstalling Parallels.

The problem report id is 96114661. It's not really a Windows error page but here is the screenshot after it goes back to the windows start screen.

Any suggestion on getting windows 7 to work? It was working under parallels 8.

The problem lay with a startup program. I resolved the issue by disabling a startup program for accuweather.
