Windows 7 Meltdown / Programs not opening and one .exe missing

Hi,

The other day, I restarted Windows 7 and when it came back up, Quickbooks and Act would not open. Also, another program's directory is still there, but the .exe file is missing. Furthermore, when I try to install Windows 7 to fix any
damage, I get a "COM" not found error.

Any advice would be great.

This is a screenshot of the QB error that I am getting.
The program itself acts like it is going to open, then
it disappears. When I try to re-install, the screenshot
is what comes up. I point to the file it is looking for and
it shows the error.
