Windows 7 not installed in correct language

I am running Windows 7 Professional with Parallels Desktop 7 on a MacBook. The system and display language in Mac OS is German. Parallels also runs in German.

However, when I installed Windows 7 it was installed in English. During installation process I could not choose my preferred language, this option was not displayed. (Once installed, the display language cannot be changed in Windows 7 Pro, so it has to be installed in the preferred language right from the start.)

I tested the same Windows 7 installation with VirtualBox, and there I had the option to choose the language during installation and everything worked.

Parallels support could not help me so far, so may be there is someone here who experienced the same problem and can help me? Would be great.

same here

I installed windows 7 twice and before I can even select a language it is using these strange characters...it looks like it uses english in some areas but mostly just random characters...many look russian.
 
You can change it after installation. Please have a look.
