Windows 7 Pro OEM install

I am unable to install Win 7 PRO OEM in version 11. This is on a year old iMac running Sierra. Is it me or is it Microsoft? It starts to create a pvm and after about a minute or two it stops and goes back to the configure screen. I have tried this from two different DVD and one iso on a stick. I fear Microsoft does not want people doing this and has a built in block for this.

Let me rephrase my question. Has anyone sucessefully installed Windows 7 Pro OEM on a iMac running parallels ver. 11 on the latest hardware and MacOS Sierra?

To anyone who has experienced this issue, try restarting the Mac. That solved the issue for me.
