When I direct my Windows 7 VM to shut down, either through the Windows Start Menu or through the Parallels menu bar, it goes through the process of shutting down, but does not make it all the way. It appears to be suspended, because you can still see the Shutting Down image on the background and in the desktop control center, you can see how when my Windows 10 VM is shutdown, it shows the Windows icon. The Windows 7 is showing a application window, as though it is just suspended. When you restart though, it goes through the reboot process. Because Parallels does not think it is completely shutdown, I cannot get to some of the Configuration settings for the VM. Any ideas on how to make it shut down completely?
I have tried the following: reinstalling Parallels Tools, Force Quit, Reset, Stop VM.
