Windows 98 Se very slow internet

In windows 98 Se the internet is VERY slow. LD speeds start out @ 100+ kbps and dwindle down to 6kbps in seconds, YT videos load very slowly too. i have a 15 meg cable internet, the problem lies with in the VM or Parallels 8/9.
 
also it seems 3d acceleration is a bit weird.
