Windows arm activation key

As I know, windows arm does not need a license right? Upon downloading and using windows 10, hours later I wasn't able to use windows 10 because it says that I needed to activate it. I signed up for the windows insider program and downloaded from there. Any help will be appreciated

Are you actually unable to use Windows at all or is it just bugging you to activate? It should be usable without activation (though some personalisation options require activation).
Which build did you install?

The latest build which should be 21354. I am able to use it for awhile before the windows bugs me to activate it and for some reasons there will be no internet connection available. This happened a few times and I have not used it ever since because I am unable to do anything without internet connection
