Mine is also requiring reactivation and the process didn't work.
However I will tell you what I did just so you know :/ I searched activation in Help (Windows 7) and there was a link to activate Windows in the Help page. It guided me through a process to reactivate. I didn't have to re-enter my old number. I was instructed to use a phone service instead.
