Windows reporting excessive memory usage

I'm running windows 10 on my VM and have allocated 11gb to it (from 16gb)

I am using vs2017 and IIS on the machine and I keep getting out of memory errors when running my solution

Windows is reporting 90% plus memory usage and yet I can't see whats taking up the memory

If you look at the following screenshot there is no way my running apps are using that much memory? Never had this problem when I developed on a windows machine

Any ideas?
