Windows Start Menu on Mac Dock Not Working

In Coherence mode, when clicking the Windows Start Menu button on the Mac dock, the expected Windows menu doesn't appear. If I press the command after clicking the Start Button, the Windows Start menu appears. Is it possible to have the Windows Start Menu appear when clicking the Windows Start button on the Mac dock? Guest OS is Windows 7. Installed Windows XP Pro and it does the same thing. Thank you for your assistance.

Problem resolved itself after purchasing and entering activation key. Thanks.
