Windows Suddenly Completely Fuzzy on Startup

I have been using a Win10 install for a few years now and never run into this. I booted up my PVM and it started by showing 4x progress indicators. Then it flipped into a blue/green fuzzy screen that seemed to be banding across but not 100%. Then it went to a mostly blue screen that was similar to the previous screen will less clutter. I am not sure how to stop this from happening as I have no control on the system. Any help would be appreciated.
