Workgroup issues

Hi I've been doing MAC's running boot camp for 15-20 years in my customer accounts, this is my first install of parallels (iMac ARM processor), everything brand new. Generic/ default installation of everything I cannot get this windows 11 to see anything on the network, no Macs, no windows, no Macs running bootcamp/ windows 10. only thing it can see is my win2019 server? I have been running in circles watching YouTube videos reading websites, surfing parallels website, trying virtually everything. what am I missing? flat network, one workgroup, maybe a bit big for a work group, but everything else is behaving. even brought it back to my office and does the same thing here. I'm definitely missing a critical item here. I can't put this back into a user environment until I solve this
