XP Pro "setup is restarting" loop

    Trying to install XP Pro SP3 on a previously working SP2. I'm in an endless loop ... the install gets to about 13minutes to go - Registering Components, then errors out stating "can't find c:\windows\rootsupd.exe".

    Eventually found out how to mount the parallels volume on the Mac and placed the freshly downloaded rootsupd.exe in the c:\windows folder. Ejected it and restarted parallels. It did the usual thing of "setup is restarting ..." and installed whatever it installed the last time around and got down to 13 minutes to go - Registering Components and it said rootsupd.exe was missing!!!!

    Now when I stop the VM and re-mount the parallels volume and go to c:\windows - the file "rootsupd.exe" has disappeared!!!

    Is this Windows being brain-dead or is parallels doing something its not telling me?
