I just got an update via the App Store to my "Thunderbolt" drivers. Since application of that patch I have been able to remove my "debug" parameter and return my configuration to use all cpus. Parallels appears to be "normal" again.

Is it possible that all the systems having problems are thunderbolt based problems? I will admit my IMAc has both a Thunderbolt display as well as a external thunderbolt drive. It exhibited the "interrupt storm" previously described elsewhere. My MacBook Pro's do not have thunderbolt (anything) and have worked without issue.
