Can't activate my old 11 version

Got a older 2009 Mac out that I haven't used in a long time and decided to use it again. I have 4 licenses for different versions of parallels the last being 11.

I installed a new Mac OS version (High Sierra) and reinstalled my parallels 11 (from download) but it won't activate. I can login into my account and see my 4 licenses but when I try to activate it tells me of a issue and then directs me to a link to try and then I put in my license and it tells me it is already registered.
no idea how to fix.

I was trying to contact support but I have to use X(twitter) or Google to ask a support question. Not a big fan of using those.

any ideas??
