The Paralles 8 cannot run on El Capitan or later macOS, because since that times in Mac OS X the signing of drivers have changed. You need to install the Parallels 13 to have full support of El Capitan and later macOS.

will I lose all my data if I upgrade to parallels 13?, since i can't connect to internet and connect usb devices

Parallels Desktop and Windows are two separate components - installing a new Parallels Desktop version will not affect Windows or Windows data/applications in any way.
