Parallels 10.2.2 update killed my Windows 8.1 VM

After installing the 10.2.2 update in my Windows 8.1 VM, Parallels updated the Tools. Once the Tools install was complete, it restarted. My VM will no longer restart and a repair or system restore does not fix it.
