Registering License from 'Sign in with Apple' doesn't work

I'm trying to register / transfer a license which is registered on a 'Sign in with Apple' account to my 'normal' Parallels account. I checked all steps, but the license isn't transferred. Every time I try to use the license on my new mac I get the message "Unable to perform the operation".
