Settings won't launch in Win 10 with Parallels 13

Setting will not launch from the usual place (Start button -> Settings cog wheel).

It will launch by right click on the Start button and selecting Settings.
 
In case this problem was caused by the improper shut down I had needed to in this thread I restored a back up VM and launched that and it has the same problem.
The problem did not exist in Parallels 12.
