Hi, I got by mistake a second license for Parallels Desktop 11 and I am trying to cancel it but it is quite difficult to get in contact with them.

Another problems is that when i try to install Windows 10 it says that i need 2GB of memory and I have 16GB and lots to spare but in the CPU Memory it does not allow me to move the slider to increase the memory for Windows, How can I do it?

You can only change the memory when the VM is properly shut down (not suspended or paused). To clarify, you have to press Start > Shut Down in Windows.

As for the other question, have you tried https://account.parallels.com/ then 'Support', then Email Support at the bottom?
