Variation on Function keys

I understand the use of the search key to enable the Function key. Search + 4 = F4, Search + 2 = F2. It does seem to work for the most part except when using F1 (Search +1) when in an application while connected to Terminal Services on a Windows Server 2008 R2. When you are in the app, the F1 (Search +1) will open the help screen and not complete the function command. Enabling the keyboard compatibility in settings does not seem to help the issue.

Does anyone have any ideas?
