Why don't I get offered Windows 11?

I purchased and installed three Parallels licenses for a client today. Each one asked me if I wanted to install Windows 11, and performed the installation flawlessly.

So I thought I would create myself a Windows 11 and migrate my cruft into it. My own Parallels happily offered me fresh Windows 10 installations (plus a lot of other non-Windows choices), but I couldn't get it to offer me a Windows 11 despite my best attempts.

Why is it doing this? My host machine is a MacBook Pro (Retina, 15-inch, Mid 2015) with 2.5 GHz Intel Core i7, and I'm pretty sure the hardware is capable.

I should add (if there's a way to edit the original posting, I can't find it) that I also have Parallels on a Mac mini (2018) with 3.2 GHz Intel Core i7, and it shows exactly the same behavior.

Great. Now, do you have any enlightenment as to the original question?
