Windows 10 1607 scaling not working with v12

So here we are... 23 April 2019, and the issue still exists, but even worse, because it comes and goes... After initial boot it is fine, but then somewhere along the way, Parallels (apparently) finds it necessary to set an immutable custom scale factor, that makes it look worse than a 640*480 screen!
