Can anyone explain why Parallels has a problem with Windows and the Apple M Chip and programs like UTM don't?

Parallels relies on ARM Windows and native virtualization for speed, but it's limited by Microsoft's support and x86 compatibility. UTM uses full emulation (via QEMU), so it's more flexible with architectures but slower.
