Having the same problem. PD12 (12.1.2) installing on Sierra 10.12.2. Report sent in.
Key difference in my setup is that root is not ID=0 and seems to share the same ID with Guest.
I've disabled the Guest account, but that did not fix the problem.
    daemon 1
    Guest 201
    kon2 503
    nobody -2
    root 201

Version 12.1.1-41491 comes back with error 15381.
Online KB, asks to check restricted access to /private/tmp, but does not seem to be the problem...
    MBP15:~ kon2$ ls -dlO /private/tmp
    drwxrwxrwt 9 root wheel - 306 Jan 22 15:00 /private/tmp
    Problem report submitted, 147214157
Even the version released today, 12.1.3 (41532). is giving me problem ID:15380.
    Problem report submitted.147499630
For my system it might be the fact that root is not ID:0 and shares ID with Guest...

Is there a way to fix root, or should I just reinstall the OS?

    *MY SOLUTION*
Simply reinstalling macOS Sierra on top of my existing OS, without formatting to keep all my files fixed the root ID back to 0 and Parallels installed fine.

Seems like another permission issue in the installer..
It is removing the Parallels folder from Libraries and then putting incorrect permissions????

I ran the installer from the shell and see this:
    p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 11.0px Menlo; color: #000000; background-color: #ffffff} span.s1 {font-variant-ligatures: no-common-ligatures}
