I am experiencing the identical issue with new 2019 MacBook Pro as well. I am signed out and followed the instructions accordingly to transfer the subscription. Help is appreciated!

I'm having the same issue with my Parallels 10 and my new iMac. No way to turn my license off on the old machine and can use my license on the new machine.

We have made the necessary changes. Please try activating it now that will resolve it.

If the issue persists, please follow the below steps:

    1. Open Terminal (Finder > Applications > Utilities > Terminal.app)
    2. Execute the command:

      prlsrvctl activate-license-online

If it still does not work,

    3. Now execute this command:

      sudo rm -rf /Library/Preferences/Parallels/licenses.xml

    4. Quit from Parallels Desktop.
    5. Reboot your Mac.
    6. Start Parallels Desktop and try to proceed with the activation once again.
In case nothing helps, Locate /Library/Preferences/Parallels/licenses.xml via GUI interface (Finder > Go to Folder) and remove licenses.xml manually.

We have reset the Parallels Desktop 10 activation key. Please follow the instructions below:
    1. Quit Parallels Desktop, then try to activate after launching it again.
    2. If you are still unable to activate, Open Terminal on the Mac and execute this command: prlsrvctl activate-license-online

Note: Parallels Desktop 10 is not compatible with Sierra or newer macOS X versions.

I just migrated to a MBP 16 and I'm getting the activation limit reached message.
I tried to follow the KB but I don't see a "Sign out" option on the licenses window
